763. To ask the Minister for Housing, Planning, and Local Government the number of first registrations completed by the Land Registry agency, Tailte Éireann, for the years 2022, 2023, 2024, and to date in 2025, in tabular form; and if he will make a statement on the matter. [29228/25]

Tailte Éireann is an independent Government agency under the aegis of my Department. Tailte Éireann provide a property registration system, property valuation service, and national mapping and surveying infrastructure for the State. Under Section 8(6) of the Tailte Éireann Act 2022, Tailte Éireann is independent in the performance of its functions.

To ask the Minister for Housing, Planning, and Local Government the average waiting times at Tailte Éireann for the Registry of Deeds and the Land Registry to complete registration of title, first registration, transfers, leases, mortgages, easements, and covenants in that order, in tabular form; and if he will make a statement on the matter. Tailte Éireann is an independent Government agency under the aegis of my Department. Tailte Éireann provides a property registration system, property valuation service, and national mapping and surveying infrastructure for the State. Under Section 8(6) of the Tailte Éireann Act 2022, Tailte Éireann is independent in the performance of its functions.
It is understood that it is not possible for Tailte Éireann to provide the information requested in tabular form. It is important to note that Tailte Éireann provides two distinct registration services:
- Registration of Deeds
- Registration of Title
1) Applications to register the existence of a deed with the Registry of Deeds, irrespective of the type of deed, are in the main processed within 10 working days, where the application is in order.
2) Applications for registration of title on the National Land Register, whether for first registration or in relation to registered title, must first meet Tailte Éireann's minimum requirements to proceed to registration. A significant percentage of applications lodged which do not meet Tailte Éireann minimum requirements result in an additional administrative burden for Tailte Éireann and longer processing times for all applicants. The onus is on the applicant, or their solicitor, to ensure the application is in order prior to lodgement. Various guidelines and checklists are provided on Tailte Éireann’s website to assist lodging parties in meeting the minimum requirements.
Applications for registration which involve a transfer, charge or release of registered lands, affecting all of a folio, where no change to the registry map is required, are in the main processed within 15 working days where the application is in order.
eRegistration applications account for approximately 18% of all applications. eDischarges are typically processed within 2 working days, while other eRegistration applications, such as eCharging Orders (under the Nursing Home Support Scheme), eTransfers, and eCharges are generally processed within 10 working days, provided the application is in order.
Processing times for applications which do require a change to the map, and those requiring first registration of property, are improving due to implemented process improvements and targeted recruitment campaigns.
Applications for first registration of title account for approximately 12% of overall Tailte Éireann Registration intake. These applications are often diverse and complex and their average processing times may vary depending on the type of application.
- Applications for first registration on Form 3 of the Land Registration Rules, which are certified by a solicitor and lodged in order, typically have substantially shorter processing times.
- Where a request for examination of title is required by an Examiner of Titles of Tailte Éireann, these often involve clarifying queries, issuance of notices and dealing with objections, which can extend processing times.
