133. To ask the Minister for Environment, Community and Local Government as part of the national home energy upgrade scheme one-stop shop, the number of homes in Carlow–Kilkenny that have had retrofitting works completed to date in 2025; the number of homes in Carlow–Kilkenny that are currently undergoing works; and the number of homes in Carlow–Kilkenny that are on the waiting list for works. My Department funds a number of grant schemes, administered by the Sustainable Energy Authority of Ireland (SEAI), to support homeowners improve the energy efficiency of their buildings, and to promote the adoption of renewable energy systems. These schemes include grants for the fabric upgrade of buildings (e.g. insulation), as well as solar PV and heat pump installation.

The National Home Energy Upgrade Scheme provides a highly customer centric way to undertake home upgrades. SEAI registered One-Stop-Shops provide an end-to-end service for homeowners. This includes surveying; designing the upgrades; managing the grant process; helping with access to finance; engaging contractors; and quality assurance. This is a demand-led scheme where homeowners engage a One Stop Shop to undertake the retrofit works which must be completed within 12 months of the date of initial grant application.

Homes built and occupied pre-2011 (pre-2021 for Solar PV scheme) and owned by private homeowners, non-corporate landlords and Approved Housing Bodies are eligible for the scheme. Homes upgraded under the scheme must reach a post-works BER rating of B2 or better and all homes must deliver a minimum primary energy uplift of at least 100 kWh/m2/year. As such it is expected that homeowners will typically complete a deeper whole home energy upgrade of the overall fabric of the property.

Data from the SEAI show that this year to the end of April, 446 home upgrades have been completed under the National Home Energy Upgrade Scheme. I have asked that the specific information for homes in Carlow–Kilkenny, as requested by the Deputy, be forwarded directly to the Deputy by the SEAI as soon as possible.
