National Development Plan

To ask the Minister for Public Expenditure and Reform in view of the Government's recent decision to commence a review of the National Development Plan, if he will outline the criteria to be used to prioritize infrastructure projects; the way in which public consultation will shape the final recommendations; and if he will make a statement on the matter. The Programme for Government sets out the ambition to improve our infrastructure, especially housing, energy, water, transport and health digitalisation. Prioritisation of these critical priorities is necessary to deliver on the ambition of the Review to provide the supporting infrastructure to enable the delivery of 300,000 additional homes by 2030 and to boost our competitiveness.

Prioritisation will therefore be guided by:

  • the critical priorities for infrastructure investment highlighted in the Programme for Government;
  • the capacity of sectors to deliver proposed projects and programmes within the period of the Review, cognisant of trade-offs within and between sectors such as construction sector labour supply;
  • the cost of proposals in the context of competing priorities and existing levels of capital funding; and
  • the alignment of particular projects with the core focus on housing and competitiveness.
To ensure that those who are affected by National Development Plan have a say in the Review, I am holding a public consultation to gather views on national priorities for investment in infrastructure. The consultation also features questions on managing potential trade-offs and how best Government can communicate the National Development Plan with the public. The consultation is being hosted on my Department's website until the 26th of June. It will be complemented by a discussion that I will chair at the National Economic Dialogue in June on infrastructure prioritisation and delivery, which will provide a further opportunity for an exchange of views among interested stakeholders. The results of the public consultation will be analysed and will be used to inform decisions, further to the criteria above, around infrastructure prioritisation and delivery as part of the National Development Plan.
