Circular 0027/2011 provides for the payment of Locally Devised Assessments (LDAs) fees. The rates are paid to assessors in respect of devising and assessing QQI modules at levels 5 and 6 on the National Framework of Qualifications (NFQ).

There are also a small number of legacy NFQ level 4 modules which have LDA rates assigned.

Circular 0027/2011 does not provide for QQI modules at levels 1 to 3 on the NFQ.

The Rural Regeneration and Development Fund (RRDF) is a capital investment fund that is key to the delivery of Ireland's rural development policy, Our Rural Future 2021-2025. RRDF provides funding for the development and construction of capital projects in towns and villages in rural areas across Ireland. Funding is allocated to local authorities and other State-funded bodies, who take the lead role in individual projects.

Leitrim County Council is the lead partner for the RRDF Manorhamilton Public Realm improvement work project in Co. Leitrim. The project aims to deliver transformative regeneration measures in the town centre of Manorhamilton, enhancing the quality of the existing streetscapes in the historic town centre and strengthening the town’s physical and commercial infrastructure respectively.

To date, and based on costings provided by Leitrim County Council, almost €1.8 million has been approved for this project under the RRDF. I can confirm that an application for additional funding to support the completion of this project has been received by my Department. This application is currently under consideration in line with the requirements of the Department of Public Expenditure, NDP Delivery and Reform’s Infrastructure Guidelines and a decision will be notified to the Council shortly.

I remain committed to ensuring that the RRDF can continue to support high quality and ambitious projects across rural Ireland.
