14. To ask the Minister for Communications, Climate Action and Environment to estimate the cost of including properties with HAP tenancies in the SEAI warmer homes scheme. [28274/25]

The Warmer Homes Scheme is available to owner-occupied properties, based on the householder being in receipt of certain Department of Social Protection (DSP) income supports. The scheme is available to owner-occupied homes built before 2006 where the household meets the DSP payment-related eligibility criteria. The average value of upgrades provided in Q1 of 2025 is just under €29,000 which represents a significant investment in these properties.

Housing Assistance Payment (HAP) is a form of social housing support and the scheme is operated by Local Authorities. At the end of Q4 2024, there were 53,742 households actively in receipt of HAP support. HAP properties, like other rental properties, must comply with rental accommodation standards. It is not possible to estimate the cost of extending the Warmer Homes Scheme to these households without information on the age, size, type and condition of the properties.
