I propose to take Questions Nos. 30, 31 and 33 together.

The Cabinet Committee on Disability last met on 28th April and is due to meet again on the 5th of June.

A disability unit is being established in Department of the Taoiseach. The unit is supporting the work of the Cabinet Committee on Disability. It is also supporting the work of the Minister for Children, Disability, and Equality and other Ministers in driving cross-government, inter-agency and inter-disciplinary working and collaboration to improve the lives of people with disabilities and enable them to achieve their potential. It is being put in place to work with Ministers and Departments to help focus on delivering positive change.

A work programme for the unit is currently being finalised which will inform the overall resources required for the unit.

A Ministerial meeting and two Cabinet Committees have been held to date, in addition to broader cross Government engagement on finalisation of the next National Disability Strategy.

It is important to ensure that the work of the unit does not duplicate others work, rather it should further drive innovation, troubleshoot when necessary, give momentum to policy implementation and improve delivery of services.

It is not intended to displace Ministerial or Departmental responsibility, accountability and oversight for delivery. Ministers and Departments continue to hold primary responsibility for delivery of all Programme for Government commitments, for Oireachtas accountability and sectoral engagement.

The Cabinet Committee on Climate Action, Environment and Energy oversees implementation of Programme for Government commitments in relation to the environment, climate action, energy and emergency planning.

It considers the wide range of issues that require action in Ireland’s transition to a low carbon, climate resilient and sustainable future: a future in which we take full advantage of the renewable energy potential that we possess. It also oversees implementation of the Climate Action Plan.

The Committee meets quarterly. The first meeting took place on 7 April and the next meeting is scheduled to take place in July.

The Cabinet Committee on Children and Education oversees the implementation of Programme for Government commitments in the area of children and education.

It receives detailed reports on identified policy areas such as child poverty and well-being and education.

The membership of the Cabinet Committee on Children and Education comprises the:

· Taoiseach

· Tánaiste and Minister for Foreign Affairs and Minister for Defence,

· Minister for Finance,

· Minister for Public Expenditure, Infrastructure, Public Services, Reform and Digitalisation, · Minister for Children, Disability, and Equality,

· Minister for Health,

· Minister for Social Protection,

· Minister for Education and Youth,

· Minister for Housing, Local Government and Heritage.

The Cabinet Committee meets quarterly, and will meet for the second time soon.

The new Cabinet Committee on Infrastructure has met twice, the first on Monday, 24th March, and the second on Monday 28th April. The Committee is due to meet again on 16th June.

Membership of the Cabinet Committee comprises the Taoiseach, Tánaiste and Minister for Foreign Affairs and Defence, Minister for Finance, Minister for Public Expenditure, NDP Delivery and Reform, Minister for Housing, Local Government and Heritage, Minister for the Environment, Climate and Communications, and for Transport, Minister for Enterprise, Trade and Employment and Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media.

The Committee will oversee Programme for Government commitments in relation to infrastructure delivery.

Government is prioritising the delivery of critical, growth enhancing infrastructure. We have a responsibility to invest in the future and delivery of modern, sustainable infrastructure is vital for our national competitiveness, fostering regional development, delivering on our housing commitments, meeting social needs and achieving our ambitious climate goals.
