Flood Relief Schemes

229. To ask the Minister for Public Expenditure and Reform if an area will be considered for inclusion in a flood relief scheme (details supplied), given the area's current vulnerability to structural collapse and flooding; and if he will make a statement on the matter. [27095/25]

The Office of Public Works (OPW) has responsibility for leading and co-ordinating the implementation of Ireland’s national flood policy, which includes the development of a planned programme of feasible works for major flood relief schemes.
In 2018, the OPW completed the National Catchment Flood Risk Assessment and Management (CFRAM) Programme - the largest ever flood risk study in Ireland to date. This study involved an engineering assessment for 300 communities identified as areas of potentially significant flood risk, produced a range of flood maps for potential future as well as present-day conditions, and resulted in 29 Flood Risk Management Plans (FRMPs) which identified and described the flood risk in 29 river basins.
The FRMP for the Lee, Cork Harbour and Youghal Bay Basin confirmed that the development at the location concerned is not at risk of flooding in the schemes design event, therefore no works are proposed to be included in this area as part of the Midleton Flood Relief Scheme. Furthermore it is not proposed to include the remediation of the Quay Wall within the current flood relief scheme as it is not required for flood defence purposes. Cork County Council has also confirmed that the ownership and maintenance of the quay wall falls outside of their remit.
