To ask the Taoiseach if all drawdowns from frameworks by his Department or its agencies from 1 January 2022 to 31 December 2024, valued over €25,000 were accompanied by publication of a contract award notice on the eTenders portal as required by Circular 05/2023; and if not, to list any known contracts where such publication did not occur and the reason. I propose to take Questions Nos. 105, 106 and 107 together.

All procurement within the Department of the Taoiseach and National Economic and Social Development Office (NESDO), the only body under the aegis of the Department, is conducted in accordance with applicable EU and national regulations and Office of Government Procurement (OGP) guidance.

Government accounting procedures do not require reporting on framework-based procurement in annual Appropriation Accounts. However, all procurement is audited by the Office of the Comptroller and Auditor General each year.

The following table lists all framework agreements used by the Department of the Taoiseach from 2022 to 2024. Drawdowns from the frameworks listed did not require mini competitions with the exception of two frameworks used in 2022: ICT Research and Advisory Services; and Multi Supplier Framework Agreement for the Provision of Media Strategy, Planning and Buying Services. In both cases a Supplementary Request for Tender was used. No framework agreements have been used by NESDO during this period.
