Public Procurement Contracts

421. To ask the Minister for Employment Affairs and Social Protection if framework-based procurement is included in his Department’s reporting of “tendered” procurement in its annual accounts; if so, to distinguish between contracts awarded via framework mini-competition, contracts awarded via direct drawdown from a framework without competition and frameworks run independently by his Department versus those centrally established by the Office of Government Procurement; and to provide the value of procurement for each such category in the past three years. All expenditure incurred, irrespective of the procurement process, is included in the Department’s annual accounts and details of all contracts awarded is published quarterly on GOV.ie here: www.gov.ie/en/department-of-social-protection/collections/procurement-contracts-awarded/.

The Department has one framework agreement for ICT services independent of those centrally established by the Office of Government Procurement.

To ask the Minister for Employment Affairs and Social Protection to provide a list of all framework agreements used by his Department or its agencies since 2022, by name and description of framework; if it was established by his Department, the OGP, or another central/sectoral body; if it is a single-supplier or multi-supplier framework; if drawdowns required mini-competitions; and the total number of contracts and aggregate value of payments made under each framework agreement, by year. The process for monitoring payments in the Department is undertaken by contract as there can be numerous contracts awarded by the Department under a framework to various companies. There can also be numerous separate Lots under a framework. Each contract awarded under a framework will have a maximum value except for those available under a drawdown arrangement.

To ask the Minister for Employment Affairs and Social Protection if all drawdowns from frameworks by his Department or its agencies from 1 January 2022 to 31 December 2024, valued over €25,000 were accompanied by publication of a contract award notice on the eTenders portal as required by Circular 05/2023; and if not, to list any known contracts where such publication did not occur and the reason. My Department publishes details of all contracts awarded over €25,000 on gov.ie quarterly. The published documents include reference to whether the contract was awarded from a framework agreement.

CIB.

CIB have used both OGP and Dept. of the Taoiseach frameworks during the period 2022 to 2024. The publication of contract award notices is the responsibility of the framework owner.

Pensions Authority.

The Pensions Authority publish all relevant notifications for contracts that are valued over €25,000 from frameworks by the Authority.

Pensions Council.

Nil.

Social Welfare Tribunal.

To ask the Minister for Employment Affairs and Social Protection further to the use of centralised or sectoral procurement frameworks, to list the top ten frameworks, by value of payments drawn down in 2022,2023,2024, the associated category for example, temporary staff, consultancy and IT support, the value of payments per framework and any known framework expiry or extension in progress. The Department has one framework in respect of ICT Services for the period in question and a new ICT framework was established in Q1 2025.

The Department uses OGP centralised framework arrangements in so far as is possible and details of expiring or frameworks extensions would be held by the OGP.
