I propose to take Questions Nos. 315, 316 and 317 together.

Horse Sport Ireland (HSI) is an approved Passport Issuing Organisation (PIO) and was awarded the contract for studbook services by my Department, effective 1st January 2023, for the Irish Sport Horse, Irish Draught, Irish Sport Pony, Irish Cob and Part-bred Cob following a tendering process.

The following tables as provided by HSI, include the information as requested:

1. Applications Processed.

The table below shows the number of applications completed and dispatched to the customer within 40 days of receiving DNA test results, along with the number of applications that took longer than 40 days to complete. Historically, prior to 2024, a substantial reason for this delay was associated with HSI awaiting for breeder payments from applicants. Since 2024, for applications on HorseSource, payments are received at time of application thereby eliminating these delays.

  • In 2022, HSI temporarily paused processing due to the required passport template change under EU legislation.
  • In 2023, SNP DNA testing was introduced.
  • In 2024, delays were primarily linked to the rollout of the new digital platform, Horse Source, and associated workflow adjustments.
2. Number of DNA Samples that Required Re-sampling.

Single Nucleotide Polymorphism (SNP) DNA testing was introduced in 2023, replacing the older microsatellite (MS) format. Repeat sampling typically occurs when a submitted sample fails to meet laboratory testing quality standards.
