Departmental Schemes

To ask the Minister for Rural and Community Development if he will outline projects underway in counties Cavan and Monaghan that are receiving funding under different schemes with financial support from his Department; if he will also outline other projects that his Department has committed funding to; and if he will make a statement on the matter. My Department supports rural development through a wide range of schemes including the Rural Regeneration and Development Fund and the Town and Village Renewal Scheme. It also delivers programmes which seek to address social and economic deprivation in communities throughout the country such as the Social Inclusion and Community Activation Programme, and the Community Services Programme.

My Department has delivered record levels of investment into communities over recent years, including those in Cavan and Monaghan.

For example, RRDF allocations of over €34.6 million have been approved for 11 projects located in County Cavan, and a further €40.5 million in RRDF allocations have been approved for 15 projects located in County Monaghan. This includes over €10.8 million for Kingscourt Town Centre Regeneration Scheme and over €10.7 million for Castleblayney Market Square Regeneration, both announced just last year.

Since the launch of the Town and Village Renewal Scheme almost €7.8 million has been allocated to 81 projects in County Cavan, and over €7.3 million has been allocated to 75 projects in Co Monaghan. Ongoing Town and Village Projects in Cavan include those in Bailieborough, Ballyjamesduff and Belturbet, and in Monaghan projects include Carrickmacross and Emyvale – each of these having been allocated €50,000 in 2024

With regard to community development, my Department's Community Services Programme (CSP) supports community-based organisations to provide local services through a social enterprise model, focusing on communities where public and private sector services are lacking, either through geographical or social isolation or because of demand deficits.

The Cavan and Monaghan region are benefitting from a combined total allocation of over €2 million under CSP for 2025. This provides 16 supported organisations with 13 managers and 61 Full-time equivalent posts.
