As Minister of State for International & Road Transport, Logistics, Rail & Ports, I wish to advise that the National Standards Authority of Ireland (NSAI) has a role in providing vehicle type approval, but can only do so in areas under its remit. At present, the NSAI cannot provide certification to cover modifications to vehicles which have already been registered.

My Department is aware of this issue and is engaging with the NSAI to address this situation and to develop an appropriate method for post-registration certification of vehicles and modifications in scenarios such as the one outlined, compliant with both national and EU legislation. This work is in the very early stages of development.
