To ask the Tánaiste and Minister for Justice and Equality the detail of any reviews or reports into the impact of the accommodation recognition payment on the private rental sector that he has sought or received since the transfers of functions in relation to migration to his Department; and if he will make a statement on the matter. I have been briefed on the operation of Accommodation Recognition Payment (ARP) in advance of the recent transfer of functions and engaged with Ministers Foley and Browne in connection with the Order made by Minister Foley on 27 March 2025 extending the scheme for a further year. The Deputy will be recall that it was also indicated at that time that, subsequent to the extension, a further Order would be advanced proposing a reduction in the monthly payment from €800 to €600 with effect from end June.

I am aware that ARP data has been shared with the Department of Housing to assist with analysis being done in conjunction with the Residential Tenancies Board as to the impact of the ARP on the rental market.

I understand that indicative findings appear to show that overall, the ARP does not have a significant effect on the rental market but may be a factor in certain areas where rental costs are comparatively low.

Accordingly, the proposed reduction in payment seeks to mitigate any unintended impact of the private rental sector. I intend to bring forward the necessary Order and Oireachtas motions to give effect to this shortly.
