To ask the Minister for Housing, Planning, and Local Government to clarify what engagement has taken place between Uisce Éireann and his Department on the taking in charge and upgrading of over 500 water sewage treatment plants that were built prior to 2008 (details supplied); and if he will make a statement on the matter. I assume that the Question refers to developer provided waste water treatment plants (commonly called DPI) in housing estates that are not in the charge of local authorities.

With effect from 1 January 2024, Uisce Éireann, as the national water authority, is responsible for the progressive remediation of DPI infrastructure nationally.

It is not the intention that Uisce Éireann immediately take over those roles that are currently being undertaken by the developers, owners and users of the DPI infrastructure. Any such current operating and maintenance arrangements for each site remain in place.

A multi-stakeholder group has been established by my Department to oversee progress with representation from Uisce Éireann and local authorities.

Given the scale and complexity of issues involved with many of the instances of DPI across the country, it is acknowledged that it will take time to resolve these in all locations and that a range of resolution options are being considered and used.
