88. To ask the Minister for Housing, Planning, and Local Government the allocation he has made to Dublin City Council for social housing in 2025; the amount of that which is for refurbishment; and if he will make a statement on the matter. [24742/25]

My Department does not provide allocations to Local Authorities for social housing. Rather funding is provided in respect of the ongoing funding commitments arising on social housing projects such as new builds, turnkeys and regeneration.

This means that the greater the level of social housing delivery the greater the level of funding my Department provides. In respect of refurbishments of existing developments in Dublin city this is supported through a number of funding channels. These are available to Local Authorities and Approved Housing Bodies for such regeneration, including for the redevelopment of flat complexes. These include the:

  • Social Housing Investment Programme (SHIP)
  • Affordable Housing Fund (AHF)
  • Capital Advance Leasing Facility (CALF)
  • Cost Rental Equity Loan (CREL)
  • Regeneration (for remedial works)
For flat complexes that are proposed for refurbishment or a mix of refurbishment and redevelopment, my Department makes funding available through our Estate Regeneration funding channel.

Under my Department’s Social Housing Investment Programme, funding is available to all local authorities to deliver additional social housing stock through direct construction or in partnership with developers under turnkey arrangements. These delivery approaches are 100% funded by my Department, with funding being provided to local authorities on a just in time basis as liabilities mature.

In 2024 and again in 2025, €90 million of funding has been made available under my Department’s Energy Efficiency Retrofit Programme (EERP); of which €11.2 million has been allocated to Dublin City Council which will support the retrofit of over 300 local authority owned dwellings.

Government is fully committed to working with all stakeholders to deliver social, affordable and cost rental homes at scale and to continue accelerating housing supply across all tenures.

Proposals for measures to help scale up delivery further are being considered in the context of the development of the new national housing plan, to follow Housing for All, as committed to in the Programme for Government.

On 29 April 2025, the Government agreed to the establishment of a new Housing Activation Office (HAO) in my Department. The Office will identify and seek to address barriers to the delivery of public infrastructure projects required to enable housing development, through the alignment of funding; and co-ordination of infrastructure providers.

The Office will develop a co-ordinated programme of public infrastructure investment to address infrastructure barriers impacting housing delivery. It is envisaged that the Office will manage a multi-annual housing infrastructure budget under the new Towns and Cities Infrastructure Investment Fund to support investment in infrastructure and facilities needed to enable housing delivery. The nature of the funding will be determined as part of the review of the National Development Plan, the capital investment plan for the period 2026-2030.
