Regeneration Projects

To ask the Minister for Housing, Planning, and Local Government for an update in respect of the recommendation of the Dublin city task force, which forms part of the programme for Government, directed by his Department, of approval of Exchequer funding in full, up front and made available directly to Dublin City Council; and if he will make a statement on the matter. As part of the Dublin City Taskforce Report, published in October 2024, section ‘Big Move 2’ outlined recommendations to prioritise the regeneration of housing complexes within the inner city.

In light of these recommendations, and as articulated in the Programme for Government, this government will continue to accelerate social housing regeneration schemes in Dublin.

Although the project plans for the regeneration of estates and flat complexes in Dublin City are a matter for Dublin City Council, my Department is making a number of funding channels available to Local Authorities (LA) and Approved Housing Bodies (AHB) in order to support LAs in progressing such regeneration plans. These include:

  • Social Housing Investment Programme (SHIP)
  • Affordable Housing Fund (AHF)
  • Capital Advance Leasing Facility (CALF)
  • Cost Rental Equity Loan (CREL)
  • Regeneration (for remedial works)
All Departments and State Agencies are required to comply with the Infrastructure Guidelines and Capital Works Management Framework (CWMF) to ensure effective and efficient delivery of public works projects and ensure value for money for the Exchequer.

The timing of when funding is made available to sponsoring agencies does not impact delivery timelines. Given the nature of regeneration projects, the majority of time is spent on design, planning and consultation.

As you can see there is progress being made under this recommendation however the decision about changing the model of exchequer funding, lies with the Department of Public Expenditure and Reform.
