103. To ask the Minister for Housing, Planning, and Local Government further to Parliamentary Question No. 277 of 7 May 2025, through which formal notification procedure the Construction Industry Register Ireland (CIRI) regulations will be notified to the European Commission; whether this will be via the Technical Regulation Information System (TRIS) or another mechanism; and if he will make a statement on the matter. Certain regulations made by my Department are required to be notified to the EU under Directive (EU) 2015/1535 of the European Parliament and of the Council of 9 September 2015 laying down a procedure for the provision of information in the field of technical regulations and of rules on Information Society services (codification) (TRIS notification).
The Construction Industry Register Ireland (CIRI) Admissions and Registration Board are currently preparing recommendations to me, as Minister, under Sections 27, 28, 29 and 30 of the Regulation of Providers of Building Works and Miscellaneous Provisions Act 2022 (www.irishstatutebook.ie/eli/2022/act/15/enacted/en/html) regarding the division of the Register into separate divisions of providers of building works and the competence criteria that will be required under each division.
When these recommendations are approved I will make regulations to allow the commencement of registration for the initial divisions. It is expected that these will be in place in Q3 this year.
These regulations have not yet been drafted. When they are in place all appropriate notifications will be notified to the European Commission.
