The improvement and maintenance of regional and local roads is the statutory responsibility of each local authority, in accordance with the provisions of Section 13 of the Roads Act 1993. Works on those roads are funded from Councils' own resources supplemented by State road grants, where applicable.
Arising from the arrangements in place in relation to Local Property Tax receipts, the four Dublin Councils are self-funding for regional and local roads under the main road grant categories. Accordingly, these Councils do not feature in most of the grant programmes but are eligible for certain grants such as the training, speed limit signage and road condition survey grants and may apply for monies under the Strategic Grant programme.
In this context provision was made in the original National Development Plan (NDP) 2018-2027 for the upgrade of the Nangor and Adamstown roads in the vicinity of Grange Castle Business Park and the Department provided grant assistance for that strategic scheme.
In 2025, South Dublin County Council received a total allocation of €49,000 under the training, speed limit signage and road condition survey grants
As regards national roads, the Government has earmarked €5.1 billion for capital spending on new national roads projects from 2021 to 2030 as part of the NDP. A further €2.9 billion has been earmarked for the protection and renewal of the existing network.
In 2025, TII provided an allocation of €746,867 to South Dublin County Council, €204,000 for capital protection and renewal and €542,867 for current protection and renewal.
The protection and renewal budget will allow for the progression of numerous road improvement works such as pavement renewal and measures to improve safety for cyclists and pedestrians on the national road network in South County Dublin.
