To ask the Minister for Agriculture, Food and the Marine to state whether any review or audit has been conducted to evaluate the effectiveness, redundancy, and administrative costs of state funding for non-governmental organisations (NGOs) under the aegis of his Department; if such a review has not yet been conducted, to request a detailed timeline and plan for implementing a comprehensive review of NGO funding under the aegis of the Department. I propose to take Questions Nos. 930 to 932, inclusive, and 934 together.

Funding from my Department is provided in line with the Department of Public Expenditure, NDP Delivery and Reform Circular numbered 13 of 2014 entitled 'Management of and Accountability for Grants from Exchequer Funds'.

In line with this circular, funding is provided based on vouched expenditure and only after the signing of Terms and Conditions which state the specific purpose of the grant.

A range of frameworks are continually developed by the Department of Public Expenditure, NDP Delivery and Reform in areas such as corporate governance, risk management, internal audit, infrastructure investment, current expenditure appraisal, standards in public office, freedom of information and financial reporting which all Government Departments must adhere to. My Department complies with each of these requirements and follows the Public Financial Procedures with a view to further enhancing its accountability requirements in terms of providing value for money.
