I can advise the Deputy that attendance at a Citizenship Ceremony is the primary avenue for the granting of Irish citizenship.

My Department strives to provide the best service possible to all applicants, including to those with disabilities. At each Citizenship Ceremony, appropriate arrangements are provided for any person with disabilities that requires assistance. In addition, an Irish Sign Language (ISL) interpreter is on stage and text is provided on screen. Furthermore, an Access Officer is available and is responsible for providing, arranging and co-ordinating assistance to persons with disabilities who wish to access the services provided by my Department. The Access Officer also acts as a point of contact for persons with disabilities who wish to access such services. When cases are identified that a person may have difficulties accessing a service or need reasonable accommodations due to their personal circumstances, officials will endeavour to assist them on a case-by-case basis as appropriate.

Where a person is unable to attend a Ceremony, such as for medical reasons, they may seek to conclude their application via the affidavit declaration process. This process is only used in exceptional circumstances and such applications are considered on a case by case basis.

I can inform the Deputy that the person cited requested the withdrawal of their application and Citizenship Division is currently in the process of issuing a refund to the applicant.
