To ask the Minister for Employment Affairs and Social Protection to provide details of information of individuals in receipt of social welfare that are passed on to Turas Nua or Seetec from the Department of Social Protection; under what GDPR legislation is this transaction happening; and if he will make a statement on the matter. My Department has in place contracted employment services with a number of external providers including Turas Nua and Seetec.

Under the current data protection legislation the Department is permitted to engage the services of a sub-contractor or agent, referred to as a ‘data processor’. The personal data shared with external employment service providers includes PPSN, name, address, telephone number, date of birth etc. All data sharing activities comply with the Department’s obligations as a data controller under the General Data Protection Regulation (“GDPR”) and the Data Protection Act 2018.

The sharing of data is carried out in accordance with GDPR Article 6 (1) (c): processing is necessary for compliance with a legal obligation to which the controller is subject and Article 6 (1) (e): processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority vested in the controller.
