The regeneration of social housing is a matter in the first instance for the local authority. It is the responsibility of local authorities to identify an opportunity to advance Regeneration Programmes in line with Circular N11/2007 Policy Framework for the Regeneration of Local Authority Estates in their respective administrative areas.

Cork City Council has informed my Department that it is examining the Tarry Path area in Mayfield with a view to development of a regeneration solution to vacant and derelict areas.

No submission has yet been made to my Department however my Department continues to work closely with Cork City Council on all proposed and existing projects.

I propose to take Questions Nos. 777 and 778 together.

The detailed advancement of housing and other works under the Cork City North West Quarter Regeneration (CNWQR) Programme is a matter, in the first instance, for Cork City Council.

The CNWQR Masterplan & Implementation Report was published in 2011. The strategy outlined a departure from previous policy, with a proposal to carry out wholesale demolition of the housing stock in Knocknaheeny that has not been the subject of previous refurbishment works.

To date 121 units have been completed in Phases 1A (24 units), 1B (29 units), 1D (West) (21 units), and 2A (47 units) of this programme. A further 103 units are scheduled for completion in Q4 2025, namely; Phase 1C (41 homes), Phase 2B (38 homes) and Phase 2C (24 units) for which a new Contractor has been procured who will mobilise to site in the coming month.

Phase 3B (62 units) received Part 8 Planning approval and is expected to commence on site in 2025 while Phase 4A (43 units) has received Part 8 Planning approval and is expected to commence on site in Q1 2026. It is anticipated Part 8 Planning for Phase 1D East (15 units), Phase 3A (15 units), Phase 3C (12 units), Phase 4F (22 units) will be advertised in Q3 2025. My Department awaits funding submissions and programme dates for the remaining phases.

To date, over €85m has been allocated to projects that are either completed or on-site under the CNWQR programme. The CNWQR is an on-going programme which is funded project by project as submissions come in, so a definitive figure cannot be put on the expected cost to complete the programme. The current CNWQR programme runs until 2028, and it is envisaged that projects will be on-going until this date.
