My Department remains fully committed to progressing the objectives outlined in the Programme for Government, including the activation and efficient use of land for housing delivery at scale.

In line with these objectives, the Housing for All Land Acquisition Fund was established in 2022 and extended in 2024 to support local authorities in acquiring land for both social and affordable housing. The Fund, with an overall allocation of €239 million and managed by the Housing Agency, is a key measure to ensure that land is available and activated for new build housing schemes.

The Land Development Agency (LDA) has developed the State Lands Database which provides a detailed and mapped representation of the extent and location of lands owned by public bodies, including local authorities in Ireland, and support the identification of sites suitable for housing development.

The Government, on 29 April 2025, agreed to the establishment of a new Housing Activation Office (HAO) in the Department of Housing. This Office will engage and align key stakeholders in a practical way to address infrastructure barriers, activate land and enable housing development.

While no dedicated Land Activation Units have been established in local authorities to date, my Department continues to work closely with all local authorities and delivery partners to ensure that the necessary structures, resources and supports are in place to accelerate the delivery and make best use of the land available.
