697. To ask the Minister for Housing, Planning, and Local Government the number of Department or agency-led projects that incurred costs exceeding €1 million but produced no housing output, and the reasons for such outcomes. [23352/25]

I understand projects to mean housing projects. My Department does not have any completed housing projects which incurred costs exceeding €1 million where no housing output was delivered, in the past five years.
My Department does not maintain the requested information in respect of the state bodies under its aegis. These bodies may be contacted directly by e-mail by members of the Oireachtas, as set out in the attached table.

698. To ask the Minister for Housing, Planning, and Local Government the number of full-time staff within the Department and its agencies dedicated to housing delivery, and how many of these are directly involved in project management or construction oversight. [23353/25]

My Department has 4 Housing Divisions, all of which are involved in the oversight and delivery of housing-related commitments under the Programme for Government and Housing for All. To achieve these commitments, my Department works collaboratively across Government and with key stakeholders and delivery partners, including Local Authorities, Approved Housing Bodies and State Bodies, like the Land Development Agency, Housing Agency and Housing Finance Agency.
There are 316.1 full time equivalent staff working across the 4 Housing Divisions which comprise some 18% of my Department’s full time staff complement. As can be seen from the descriptions below, these staff are involved in a variety of housing related activities and it is not possible to disaggregate project management or construction oversight related activities. The below is not an exhaustive list of the functions under each Division.
The Department’s 4 Housing Divisions are:
- Social Housing Delivery Division, which is responsible for social housing delivery, including new build social homes by Local Authorities and Approved Housing Bodies, and through acquisition and leasing programmes.
- Affordable Housing Division, which is responsible for policy matters concerning homeownership, increasing affordability, addressing viability and residential vacancy, and the delivery of affordable purchase and cost rental homes via the key delivery partners, including Local Authorities, Approved Housing Bodies and the Land Development Agency.
- Homelessness, Rental and Social Inclusion Division, which is responsible for addressing homelessness, social inclusion, development of age-friendly housing and housing for people with a disability, and the private rental market, including responsibility for standards in the private rental sector.
- Housing Policy and Standards Division, which is responsible for housing policy, including oversight of the housing market, the regulation of Approved Housing Bodies and building standards, development of Modern Methods of Construction (MMC) and the remediation of legacy building issues.
Arrangements have been put in place by all bodies under the aegis of my Department to facilitate the provision of information directly to members of the Oireachtas. This provides a speedy, efficient and cost effective system to address queries directly to the relevant bodies. These State Bodies may be contacted directly by e-mail by members of the Oireachtas, as set out in the table below.
