Housing Schemes

692. To ask the Minister for Housing, Planning, and Local Government to provide a list of all Departmental and agency-run schemes launched since 2020 aimed at increasing supply (for example croí cónaithe, affordable purchase scheme, help-to-buy), including take-up rates, delivery outcomes, and per-unit costs. As detailed under Housing for All, the Government plans to deliver 54,000 affordable homes, including 36,000 affordable purchase and 18,000 cost rental homes, by 2030. A comprehensive implementation strategy is in place to support the various affordable housing schemes now being delivered by a range of delivery partners.

These measures, specifically the affordable purchase schemes, are primarily aimed at supporting affordability constrained households with incomes too high to qualify for social housing.

In addition, the Housing for All strategy also introduced Cost Rental tenancies as a new form of long-term sustainable home rental targeted at middle-income households whose annual net household income does not exceed €66,000 in Dublin and €59,000 elsewhere. These schemes are regularly reviewed by my Department to ensure that the on-going supply of affordable housing is secured.

The Croí Cónaithe (Cities) Scheme supports the building of apartments in urban cores for sale to owner-occupiers. The Scheme aims to bridge the current "Viability Gap" between the delivery cost of building apartments and the market sale price (where the cost of building is greater).

Other measures such as the Local Authority Home Loan, the Local Authority Purchase and Renovation Scheme, the Help to Buy Incentive, First Home Scheme and the Vacant Property Refurbishment Grant are also available to help make home ownership more affordable.

The Land Development Agency represents a key partner in the Government’s delivery of affordable and social homes. Their primary focus is managing State owned lands to develop new homes, in addition to developing housing on private lands purchased by the LDA.

The LDA are also supporting the near term delivery of homes via their market engagement and partnership programme, Project Tosaigh. The LDA is targeting the delivery of 8,000 new homes over the course of this initiative, and is currently on track to deliver 5,000 new homes to eligible households by the end of 2026.

My Department will continue to liaise with all delivery partners to further the development of the affordable housing delivery programme as outlined and to ensure that each scheme responds effectively to all affordable housing needs identified at a local level.

Specific delivery costs per unit are variable and differ between typology, location and overall development layout across the schemes.

My Department publishes comprehensive programme-level statistics on affordable housing delivery activity by local authorities and delivery partners in each local authority area. The Help-to-Buy initiative is a Revenue initiated scheme, for which the Revenue Commissioner is best placed to advise on.
