As Minister for Transport I have responsibility for overall policy and exchequer funding in relation to the National Roads Programme. Under the Roads Acts 1993-2015 and in line with the National Development Plan (NDP), the planning, design and construction of individual national roads is a matter for Transport Infrastructure Ireland (TII), in conjunction with the local authorities concerned. This is also subject to the Infrastructure Guidelines and the necessary statutory approvals.
The programme for Government contains a commitment to provide multi-annual funding clarity during the lifetime of the Government for roads budgets so that agencies can plan accordingly. However, the details of any multi-annual funding model have not yet been determined. Nonetheless, as Minister for Transport, I and my officials engage closely with TII in considering funding requirements for national roads projects, not least as part of the ongoing review of the NDP. This is expected to provide clarity regarding the available funding for road projects and other transport infrastructure over the coming decade. As any multi-annual model is developed, I hope to be in a position to provide further information.
