Departmental Funding

To ask the Minister for Housing, Planning, and Local Government to confirm the funding to be made available to the Housing Activation Office; if media reports of a €1 billion fund over five years is correct; if so, if this funding will come from within the existing expenditure allocation; and if not, if it will be additional and require a further supplementary estimate for 2025. The Government, on 29 April 2025, agreed to the establishment of a new Housing Activation Office (HAO) in the Department of Housing. This Office will engage and align key stakeholders in a practical way to address infrastructure barriers and enable housing development.

It is envisaged that the Office will manage a multi-annual housing infrastructure budget under the new Towns and Cities Infrastructure Investment Fund to support investment in infrastructure and facilities needed to unblock housing development. The nature of the fund will be determined as part of the review of the National Development Plan, Ireland's capital investment plan for the period 2025-2035.

The Office will also work directly with Departments and agencies who are engaged in infrastructure development and will remain responsible for the timely and effective delivery of their infrastructure priorities under their capital expenditure plans.
