To ask the Minister for Education and Skills to detail the circumstances in which a school secretary who is employed since 1996 can work past 70 years of age with the agreement of the board of management; if she will provide details of the forms or procedures to be followed; and if she will make a statement on the matter. There are a number of employment arrangements in place for school secretaries, including:-

  • secretaries who were employed under a limited scheme introduced by the government of the time in 1978/1979, which was discontinued in 1985;
  • secretaries employed in Community and Comprehensive Schools;
  • secretaries employed in ETB schools whose terms and conditions are governed by the appropriate ETB;
  • secretaries whose pay arrangements are managed under the provisions of Circular 0036/2022; and
  • secretaries who have elected to continue having their salary funded by ancillary grant funding.
For those secretaries, such as those in the ETB sector, who are members of public sector pension schemes, retirement ages are, in general, in accordance with the provisions of the public sector pension scheme of which the employee is a member. However, as former and current grant funded school secretaries are not members of a public sector pension scheme, responsibility for terms of employment, including any compulsory retirement, rests with the school.
