To ask the Minister for Rural and Community Development if his Department aggregates or compiles quarterly prompt payment reporting data submitted by public bodies and agencies under its remit, in accordance with Government Decision S29296 of 19 May 2009, 2 and 8 March 2011, and 28 March 2017; if so, to provide the compiled data or summary tables for the years 2022, 2023, and 2024 to date; if not, the reason his Department does not aggregate this data; and if any steps have been taken to ensure public bodies under its remit are meeting their reporting obligations. To ask the Minister for Rural and Community Development to confirm which public bodies under the aegis of his Department are required to submit quarterly prompt payment reports in accordance with Government Decision S29296 of 19 May 2009, 2 and 8 March 2011, and 28 March 2017, regarding the 15-Day Prompt Payment Commitment; to provide a comprehensive list of those bodies; and to specify which of those bodies submitted reports covering each quarter of 2023 and Q1 2025, and which did not, in tabular form. I propose to take Questions Nos. 612 and 613 together.

Details of payments made under the prompt payment legislation are published on a quarterly basis on my Department’s website at the following link: www.gov.ie/en/organisation-information/294dc7-financial-information/. This includes information for one agency, the Charities Regulator, as their payments are processed through the system used by the Department.

The other 3 bodies under our aegis, namely Pobal, Western Development Commission and Water Safety Ireland are also required to submit reports. Quarterly Prompt payment returns are published for each of these bodies directly on their own websites as well as on my Department’s own website, at the link above. The details are available via the link above for the time periods referenced by the Deputy.

My Department and its agencies also submit these returns on a quarterly basis to the Department of Business, Enterprise and Innovation, for publication on their website. My Department’s financial guidelines, which are issued to all staff, clearly outline the procedures to be followed to comply fully with the provisions of the prompt payment legislation; these guidelines also form part of the induction programme provided to new staff as they join the Department.
