The CLÁR programme provides targeted investment for small scale infrastructural projects in defined rural areas. The 2025 CLÁR programme was launched on April 4th and is now open to applications.
As part of the conditions attached to the CLÁR programme, an applicant must hold a lease for a period of at least 15 years. This condition is in line with many other rural development programmes administered by my Department and is to ensure investment in facilities that will have a long term benefit for the community.
The CLÁR programme is subject to review each year in advance of its launch, and so the terms and conditions of the programme will be reviewed again prior to its next iteration.
