Emergency Departments

2404. To ask the Minister for Health if referrals to hospital emergency departments from out-of-hours services like NEDOC are not liable for a charge at accident and emergency; and if so, if she will investigate the reason a person (details supplied) is being pursued by a debt collection agency for payment of this charge; and if she will make a statement on the matter. The Health (Out-Patient Charges) Regulations 2019 provide for €100 statutory charge for Emergency Department attendance and €75 statutory charge for attendance at a Minor Injury Unit subject to a number of exemptions including for those who are medical cardholders, patients who have a letter of referral from a registered medical practitioner and patients whose attendance results in admission as an in-patient.

The issue of billing for services received in an emergency department or a minor injury unit is the responsibility for the appropriate hospital. Therefore, a copy of the Deputy's question has been referred to the HSE with a request that the appropriate billing office investigate the issues raised and reply directly to the Deputy as soon as possible.
