2025. To ask the Minister for Health if CORU, Ireland's multi-profession health regulator has changed its position on allowing peace commissioners to sign and witness documents within its own organisation (details supplied); if the policy regarding this matter will be clarified; and if she will make a statement on the matter. I have contacted CORU on this matter and I am advised that the Employer Opinion of Competence form must be completed by the Employer and certified by an approved certifier such as a Commissioner for Oaths, Peace Commissioner, Notary Public or Peace Commissioner.

The Employer Opinion of Competence form and associated guidelines were developed and approved by the Health and Social Care Professionals Council who advise that, in order to comply with best practice and to avoid any perceived conflict of interest, the form could not be certified by an employee of the same organisation. CORU consulted with its legal department in responding to the query to Sunbeam HR Business Partner in March 2025.

This ensures upholding the integrity of the process for applicants applying to the Social Care Worker Register.
