To ask the Minister for Children, Equality, Disability, Integration and Youth the portion of the recently announced €27 million in disability capital funding for disability projects in 2025 that will be made available for projects in County Mayo; and if she will make a statement on the matter. In Budget 2025, €27 million has been allocated for capital projects in disabilities services. This represents a €4 million increase on 2024. Under the transfer of functions agreement and in line with the National Development Plan, this will grow to €29.2 million in 2026.

The following projects are being progressed in County Mayo in 2025 under the Disability Capital Programme:

  • Ballina: The purchase and refurbishment of a property to provide residential respite services is currently at the tender stage.
  • Swinford: A new dwelling is being developed on a local authority-owned site as part of the Decongregation Strategy, which is currently at the tender stage. In addition, the complete refurbishment of an existing bungalow on the grounds of Áras Attracta is at the appraisal stage. The Áras Attracta Campus is identified for a potential Energy Upgrade to reduce its carbon footprint and bring it into line with HSE Energy and Carbon Targets for 2030.
  • Castlebar: Two separate projects are being progressed. One involves refurbishing a previously purchased house, which is now complete. The second is a new build on an HSE-owned site, which is currently in construction.
  • Funding to upgrade residential facilities for people with disabilities to meet HIQA standards under the Decongregation Programme.
  • National and regional allocations for fire safety improvements in community residential dwellings for disability services.
These projects are listed in the HSE 2025 Capital Plan at Appendix 3.

These Mayo-based Disability Capital Projects reflect the wider national effort to deliver safe, high-quality, person-centred disability services. The Department will continue to engage with the HSE throughout 2025 to ensure capital funding is aligned with assessed needs and national policy priorities. The Government remains steadfast in its commitment to improving disability services and ensuring that people with disabilities and their families receive the necessary services.
