The Social Welfare Appeals Office is an Office of the Department of Social Protection which is responsible for determining appeals against decisions in relation to social welfare entitlements. Appeals Officers are independent in their decision making functions.

I am advised by the Social Welfare Appeals Office that an Appeals Officer, having fully considered all of the available evidence, has decided to allow the appeal of the person concerned by way of a summary decision. The person concerned has been notified of the Appeals Officer’s decision.

I trust this clarifies the matter for the Deputy.

Carer's Benefit is a payment made to insured people who leave the workforce or reduce their working hours to care for a child or an adult in need of full-time care and attention. To qualify, the carer must satisfy PRSI conditions, employment conditions, show that they are providing full-time care and attention, and show that the care recipient requires full-time care and attention.

An application for Carer’s Benefit was received from the person concerned on 20 February 2025.

As part of the decision process, the application was referred for the professional opinion of a Department Medical Assessor. The claim was disallowed on 27 March 2025 as the Deciding Officer, having regard to the opinion of the Medical Assessor, decided that the information supplied did not show that the care recipient required full time care.

A request for a review was forwarded to the CA Review Section on 23 April 2025. Following a re-examination of all information available, including new medical evidence supplied for the review, it was determined that the person concerned met the qualifying conditions for Carer's Benefit. The claim has been awarded for the period 20 February 2025 to 17 February 2027 which is the full 104 week entitlement. The person concerned has been notified directly of the outcome.
