To ask the Minister for Culture, Heritage and the Gaeltacht the details of all services, grants, loans and payments available to individuals or households funded by his Department and agencies under his remit; the eligibility requirements and any conditionality for receiving the service, grant, loan or payment (details supplied); and the monetary value, or range of values, of the service, grant, loans or payment, where applicable. The details requested by the Deputy in respect of all services, grants, loans and payments available to individuals or households funded by my Department are set out in the table below. Regarding the bodies under the aegis of my Department, this would be an operational matter for the bodies themselves.

Basic Income for the Arts (BIA) Pilot Research Scheme 2022 – 2025 This is a pilot research scheme where 2,000 artists and creative arts workers are being paid a weekly basic income. The primary objective of the scheme was to help artists deal with precarious incomes. The pilot is underpinned by a robust research project consisting of a randomised controlled trial with a Treatment Group of 2,000 and a Control Group of 1,000. The Control Group provide the same survey data as those in receipt of the payment. To facilitate the research element of the scheme the cohort of participants remain the same for the duration of the scheme. | In order to be eligible for the BIA, applicants needed to be: 1. 18 years of age or older at time of application; 2. in a position to evidence their creative practice or career in the arts; 3. based in the Republic of Ireland; 4. tax compliant The full Eligibility Criteria details are set out in the Guidelines for Applicants which can be found on my Department’s website at the following link: www.gov.ie/en/department-of-tourism-culture-arts-gaeltacht-sport-and-media/publications/basic-income-for-the-arts-pilot-scheme-guidelines/ | The BIA payment is €325 a week. This is paid as a monthly payment of €1413.21. The time frame of payments is October 2022 to August 2025. The Control Group receive a payment of €650 a year in recognition of the time they spend completing the survey. |
Culture Ireland - Regular Grant Scheme This scheme runs four times per annum for the support of Irish professional artists, arts organisations and international presenters to present work by Irish artists at significant international venues and festivals. | In order to be eligible for consideration the following eligibility criteria apply:- 1. the application must be in respect of an Irish professional artist/s or arts organisation; 2. the application must be in respect of an art form defined under the Arts Act 2003; 3. only international events are supported (i.e., outside the island of Ireland); 4. the event must be accessible to an open public audience and fees must be payable to the artist/s or arts organisation. | The amount awarded varies based on the proposed activity. |
Culture Ireland - Showcase Grant Scheme This scheme supports Irish artists to participate at industry showcase events throughout the year. The full programme of supported showcases can be found . | In order to be eligible for consideration the following eligibility criteria apply:- 1. the application must be in respect of an Irish professional artist/s or arts organisation; 2. the application must be in respect of an art form defined under the Arts Act 2003 Eligibility criteria differ for each specific showcase, depending on art form and showcase event. Criteria are published with each open call on the Culture Ireland website. Applications deemed eligible are assessed in line with the following criteria: 1. Artistic quality of work and track record of artist/s or arts organisation. 2. Financial and operational viability of the event (including fees and level of support from presenter/venue/other partners) 3. Profile of international venue/festival. 4. Proven capacity of applicant, artist/s or arts organisation to present work internationally. Wider promotional and media impact. | The amount awarded varies based on the proposed activity. |
Culture Ireland - See Here Grant Scheme This scheme is designed to support direct engagement by international promoters and programmers with Irish artists’ work in Ireland with a view to securing future presentation opportunities abroad. Culture Ireland support under the See Here Scheme usually involves travel by international delegates to attend festivals where there is a programme of Irish artists being presented and meet artists in person in Ireland. | To be eligible for funding under the SEE HERE scheme applicants must: have suitable high quality work receiving a professional production in Ireland which is available to tour within a period of at least 18 months | The amount awarded varies based on the proposed activity. |
One-off Start-up Grant - Scéim na bhFoghlaimeoirí Gaeilge This grant manages costs related to fire safety and the cost of purchasing bed frames and mattresses for newly registered households to prepare to provide accommodation for Irish Language Learners. | This grant is available to households not previously registered to provide accommodation for Irish Language Learners or who have not provided accommodation for 5 or more years. Households must provide accommodation for at least three consecutive years. | The grant covers 80% of qualified costs to a maximum value of €6,000, paid in two instalments. |
