739. To ask the Minister for Enterprise, Trade and Employment to outline, in light of the changing global economic environment, the criteria he will consider in the upcoming appointment of members to the board of the IDA to ensure that appointees have the necessary skills to enable the agency to adapt to the changing global economic environment. Appointments to the Boards of State Bodies under the aegis of my Department are made in line with the guidelines set out in the Code of Practice for the Governance of State Bodies. Under these guidelines, State Board vacancies are advertised by the Public Appointments Service (PAS) through the State Boards website and are accompanied by the appropriate booklet outlining the qualifications required for the particular post on the particular Board at the time in question.
Officials in my Department liaise closely with the bodies under our remit well in advance of when a board vacancy falls to be filled and we work closely with the Chairperson of the Board in question to agree the qualifications and experience required as and when each Board vacancy arises. Furthermore, I can assure the Deputy that skills mix is also considered as part of the board effectiveness review which is conducted on an annual basis by the Board Chairperson - from a governance, legal, financial, global business dynamics and sectoral expertise perspective, among other criteria This is the case at present where we have two vacancies to fill on the Board of the IDA.
I am completely satisfied that the current composition of the IDA Board, and the terms we have agreed for the filling of the current vacancies, are fully informed by the needs of the Agency given the current geopolitical, turbulent economic environment in which it is operating.
