I wish to advise the Deputy that there are no services, grants, loans and payments made available to individuals or households by my Department or the bodies under its aegis, with the exception of the Voluntary Homeowners Relocation Scheme by the Office of Public Works.

The Voluntary Homeowners Relocation Scheme was introduced by the Government in 2017 to address the very serious flooding of those homes that flooded in the Winter of 2015/16, including those homes flooded by turloughs. This is a national scheme of humanitarian assistance, targeting aid at those worst affected properties, for which there are no alternative feasible measures. The Scheme is only applicable to homes that flooded i.e. flood water entered and damaged the property during the flood event between 4 December 2015 and 13 January 2016 (Winter 2015/2016) such that the home was rendered uninhabitable.

To date, 31 homeowners have received formal offers of financial assistance for relocation. Of these, 23 homeowners have now completed the process, at a cost of €6.2 million, which has enabled them to relocate and purchase or build a replacement home under the Scheme. Three of the homeowners that received offers are not proceeding under the Scheme and the remaining 5 homeowners are at various stages in progressing through the Scheme for relocation.
