An Garda Síochána carry out a Large Public Service Vehicle (LPSV) inspection to determine the suitability of a bus for use as an LPSV before it can be licensed initially, and a subsequent inspection at each licence renewal period. The licence is valid for 3 years, unless otherwise provided for by the PSV officer.

The applicant must be a fit and proper person (having regard to character and previous conduct) and the vehicle safe for the carriage of passengers. The technical examination considers the vehicle's specification, age and condition.

My Department is examining the LPSV licensing regime with a view to streamlining the inspection process and to eliminate duplication across the various testing regimes, including CVRT testing. Work is ongoing in this regard including an assessment of legislative changes required.

It is expected that the policy review of the LPSV licensing system will be progressed further in 2025, including the progression of necessary legislative changes to implement the review.
