Under EU Regulations, the European Health Insurance Card (EHIC) certifies that the holder has the right to receive emergency healthcare during a temporary stay in any EU/EEA country, Switzerland or the UK. The European Health Insurance Card holder has the right to receive necessary public healthcare on the same basis and at the same cost as a resident of the Member State they are visiting. Necessary healthcare is healthcare which is deemed clinically necessary to allow the patient to continue their visit or be well enough to travel home. Patients who have to pay while on a temporary visit because they do not have their EHIC with them or because the healthcare providers charge the patient by mistake for the public healthcare they receive, may apply to the HSE on their return for reimbursement of the charge applied less any co-payment which a resident of the Member State visited is liable for.

As this is a service matter, I have also asked the Health Service Executive to respond to the Deputy directly, as soon as possible.
