Ireland will receive approximately €1.15 billion in funding from the Recovery and Resilience Facility (RRF) in respect of measures included in our National Recovery and Resilience Plan (NRRP). The programme period runs from 2021 to 2026.

The NRRP is pre-funded through the estimates process and the National Development Plan. RRF allocated funding is then recouped from the EU after the agreed milestones and targets within the Plan have been achieved and verified.

The RRF allocation will be paid to Ireland in five instalments. Following the successful submission of our first payment request, Ireland received €324m in July 2024 from the EU’s Recovery and Resilience Facility.

Ireland’s second payment request of €116m was submitted in December 2024, and is currently being assessed by the European Commission.

The payment schedule for Ireland’s plan is as follows:

Instalment: Allocation: Status (as of April 2025):
First Payment Request € 323 803 933 Disbursed July 2024
Second Payment Request € 115 511 906 Submitted in December 2024; payment envisaged in 2025
Third Payment Request € 240 286 336 In Progress – expected submission in Q2 2025; payment envisaged in late 2025/ early 2026
Fourth Payment Request € 249 302 195 Expected submission Q4 2025 or Q1 2026; payment envisaged in 2026
Fifth Payment Request € 224 892 637 Expected submission Q3 of 2026; payment envisaged end 2026.
An NRRP Implementing Body was established within my Department to drive implementation and oversee implementation of the Plan. This Body acts as the lead authority for Ireland and as the single point of contact with the European Commission. Responsibility for implementing the individual measures lies with the relevant Departments and bodies.

It is important to note that payment under the RRF is contingent on the achievement of the milestones and targets.

The attached annex, provides a list of the all the projects within the NRRP, together with the lead Department and the indicative RRF allocations.
