When a pensioner commences retirement they are informed of the Abatement rules within their pension contract.
The HSE also issued the following documents in relation to Abatements;
HSE HR Memo 0059/2023 & Circular Letter 24/2022 were shared with the service management in early 2024.
The HSE also issued circulars on the COVID waiver as circulated to senior management and to HR (available on the HSE website):
HR Circular 004/2021 - Further extension of waiver of abatement for specific frontline HCWs in the context of COVID-19 – extension to 31 March 2021.
HR Circular 017 2021 Re Waiver of Pension Abatement– confirmation of no further extension beyond 31 March 2021 (case by case applications only).
Senior Management and HR Management were notified of amendments to pension abatement via HR Memo 059/2023.
There is a joint responsibility for pensioners/employees and Management to ensure that they inform themselves on matters relating to employment terms and conditions.
The HSE National Pensions Payments are mandated to apply the regulations in force regarding abatement, specifically Department of Public Expenditure and Reform Circular 24/2022. As of 01/01/2023 the HSE are obliged to calculate and apply abatement as laid down in this Circular.
