To ask the Minister for Children, Equality, Disability, Integration and Youth if she will provide an update on the development of a measurement impact tool which will measure the impact of engaging in a targeted youth employability support initiative from the perspective of the young people/participants themselves; and if she will make a statement on the matter. The measurement of outcomes in youth work is an important development to enable greater understanding of the impact of participation and engagement in youth work projects and services for young people.

The project to develop an outcome and impact measurement tool is a collaboration between DCEDIY and Maynooth University whereby Maynooth University will provide consultation and research expertise to support the development of the impact measurement toolkit for the Targeted Youth Employability Support Initiative (TYESI).

To date consultations and information sessions have been held with youth workers and managers in TYESI and ETB Youth Officers, to inform the development of the Tool and to share the progress.

Arrangements are being made to consult with former participants of TYESIs to ensure their experience is captured and reflected in the development of the outcomes. A focused pilot of the survey tool and focus group approach will take place in May in six TYESIs. Analysis of the feedback from that pilot will further inform the development of the Tool and both the Tool and User Guide will be revised as appropriate. Training for youth workers, managers and ETB Youth Officers will take place in the coming months, following the launch of the Tool in June. The trialling of the Tool will begin in July in all eighteen TYESIs.
