To ask the Minister for Housing, Planning, and Local Government the reason the relationship between and the difference between the housing capital allocations of €3.6 billon and €3.8 billion for 2025 referenced by him in the media (details supplied) and the capital allocation for housing of €3.094 billion for 2025 as set out on page 159 of the Revised Estimates for Public Services 2025 published by his Department in December 2024. I propose to take Questions Nos. 617 and 629 together.

2024 Exchequer expenditure for Programme A - Housing amounted to €5.44bn, as follows:

The 2024 capital REV expenditure figure of €3.63bn in the table above includes Capital Carryover expenditure amounting to €115m, along with a number of virements into Programme A Housing from other programme areas. In line with Public Financial Procedures, capital carryovers and virements would not be accounted for in the figure of €3.46bn quoted on p159 of the Revised Estimates for Public Services 2025 (REV).

The breakdown of 2024 Housing Exchequer expenditure is as follows:

The table below sets out the position in relation to the 2025 capital Exchequer allocation for Programme A – Housing, including the additional funds recently agreed by Government. This reflects the allocations for all Housing capital subheads as set out in the 2025 REV.

As answered in Dáil Question No 249 on 3 April 2025, the capital funding of €715m is additional to the allocations set out in the 2025 REV.

The additional capital funds will be provided to my Department by way of a Further Revised Estimate Volume (FREV) for 2025. The presentation of Voted Estimates to the Houses of the Oireachtas is a matter for the Minister for Public Expenditure, Infrastructure, Public Services, Reform and Digitalisation and a 2025 FREV for Vote 34, Housing, Local Government, and Heritage, will be presented by them in due course. All additional capital funding agreed to be provided to my Department in 2025, in addition to the allocation set out in the REV 2025, will be incorporated in this FREV.

The updated 2025 Housing Subhead allocations will be finalised by my Department as part of that process.
