A Transport Orientated Development (TOD) Working Group was established under the Government’s Housing for All Plan in December 2021 to consider opportunities for TOD in major urban centres.

The group is jointly chaired by the Department of Housing, Local Government and Heritage (DHLGH) and the Department of Transport (DOT), and includes representatives from the National Transport Authority (NTA) and the Land Development Agency (LDA). The working group has considered opportunities for TOD in the five cities, namely Dublin, Cork, Limerick, Galway and Waterford, as well as in the wider Eastern Region.

The first report from this Working Group, which looked at Transport Oriented Development Opportunities in Dublin, was published on 23 June 2023 and can be found on my Department’s website - .

A Report on Opportunities for TOD in Limerick, Galway and Waterford is being finalised and will be published shortly, alongside Reports for the Eastern Region and Cork.

The TOD Reports provide a high level overview of strategic opportunities for urban development at scale, along existing and planned high capacity public transport corridors. The Reports are non-statutory and will inform Government policies and initiatives in relation to urban development, in support of the National Planning Framework (NPF) priorities for Compact Growth, Sustainable Mobility and Transition to a Low Carbon and Climate Resilient Society.

In undertaking the review, officials from the DHLGH and the DOT have engaged with relevant local authorities, with the Regional Assemblies and with Uisce Éireann.
