To ask the Minister for Housing, Planning, and Local Government to explain the relationship between the €111 million capital funding for social and affordable housing announced on 31 March and the €450 million capital funding approved for social and affordable housing by Cabinet on 18 February 2025; for a breakdown of the €111 million, by funding stream, including SHIP, CALF, CAS, CREL and AHF; and to provide a breakdown of the number of units this funding will provide in 2025 under each of these streams. To ask the Minister for Housing, Planning, and Local Government if the €325 million for social housing acquisitions announced on 31 March 2025 is additional to the €1.867 billion allocated to A4 SHIP, A7 CAS and A11 CALF in the revised estimates published by the Department of Finance on 19 December 2024; and if not, if this is the amount from within the revised estimates as published in December 2024 that can be spent on social housing acquisitions. I propose to take Questions Nos. 244, 246 and 249 together.

Government is fully committed to working with all stakeholders to deliver social, affordable and cost rental homes at scale and to continue accelerating housing supply across all tenures. This is underpinned by the recent decisions by Government to provide additional capital funding of €715m in 2025 as follows:

- €450m to support delivery of social, affordable and cost rental homes; and

- €265m to support second hand acquisitions (this is in addition to the €60m already allocated under Housing for All, to give a total allocation of €325m for second hand acquisitions in 2025).

The capital funding of €715m is additional to the allocations set out in the 2025 Revised Estimates Volume (REV).

The additional capital funds will be provided to my Department by way of a Further Revised Estimate Volume (FREV) for 2025 and a Memorandum for Government on the matter will issue in due course.

The updated 2025 Housing Subhead allocations will be finalised by my Department as part of that process.

As part of the agreement on the additional capital funding of €450m for housing delivery, I announced the allocation of €111 million for 82 new social housing projects which will deliver over 1,300 new build social homes. The homes will be delivered over the period 2025-2027 through the local authority and Approved Housing Body (AHBs) delivery streams. The data broken down by county, project and number of units will be available on the Social Housing Construction Status Report (CSR) when the Q1 2025 statistics are published.

I propose to take Questions Nos. 245 and 247 together.

To support the delivery of social, affordable and cost rental homes at scale and to continue accelerating housing supply, Government recently provided additional capital funding of €715m to my Department for 2025. This is additional to the allocations set out in the 2025 Revised Estimates Volume. Of this total, €450m is supporting the delivery of social, affordable and cost rental homes and €265m to support second hand acquisitions, which is in addition to the €60m already allocated towards acquisitions under Housing for All.

With this funding, I am making €325 million available to our local authorities for their social housing second hand acquisitions activity in 2025 and I've asked that they prioritise Tenant in Situ acquisitions, while also allowing for other categories of acquisitions, such as urgent responses for disability situations or supporting families to exit from homelessness.

A breakdown of this €325m funding by local authority area is set out below and attached is a copy of the relevant circular (Housing 11/2025) as requested.
