The Programme for Government sets out the clear ambition to prioritise the delivery of transformative, critical and growth-enhancing infrastructure over the next 5 years.

To deliver on these objectives, this Government has prioritised and agreed to commence an early review of the National Development Plan to be completed in summer 2025. The Review will encompass all public capital investment from 2026 to 2035 and utilise both Exchequer and non-Exchequer sources of funding to deliver on the infrastructure prioritisation set out in the Programme for Government, particularly in relation to housing delivery, energy grid capacity, water supply and health digitalisation.

The Programme for Government also emphasises value for money and stable, long-term delivery of essential infrastructure, on time and within budget. There will be trade offs arising from competing demands for NDP funding, such that departments and sectors will be required to manage within existing levels of provision.

For all funding provided, Departments will be required to demonstrate value for money and capacity to deliver, in line with the clear prioritisation set out in the Programme for Government.
