101. To ask the Minister for Public Expenditure and Reform when the updated guidelines for flexitime arrangements for public and civil service workers will be published; if he intends resuming flexi-time arrangements for public sector workers that were in place prior to the temporary suspension introduced during the pandemic; and if he will make a statement on the matter. In relation to the operation of flexi-time accrual in the Civil Service in a post pandemic, blended working environment, a pilot survey to test flexi-time accrual, in the Civil Service, while working a blended pattern, was circulated to all Civil Service Departments/Offices in January, 2023 and closed in March, 2023. The findings of the survey were evaluated and a report was circulated to Departments/Offices in May, 2023. The evaluation concluded that the operation of flexi-time accrual in a blended working pattern should be considered by each Department/Office having regard to the policy or service delivery context in which they operate. It is, therefore, a matter for each Department/Office to determine how the accrual of flexitime will operate within their own organisations in a manner that does not compromise their business needs and/or public service delivery responsibilities. Civil Service organisations are required to keep these arrangements under review.
