Minister of State Harkin visited the Netherlands and Belgium as part of the Government's programme of St Patrick's Day travel where her engagements were focussed on further education and cultural events. As such, her itinerary did not include an appropriate occasion during which Minister Harkin would have had an opportunity to raise this issue.
