Regulations were introduced by my Department in 2024 to allow for the legal use of e-scooters on Irish roads. These regulations extend the rules of the road already in place for pedal cycles to include e-scooters, provide for technical standards and conditions for safe use, including a minimum age of 16 and a speed limit of 20 km/h, and assign specific penalties, including the issuing of a fixed charge notice of €50 and/or scooter seizure, to breaches of those rules and conditions.

The enforcement of this legislation is the responsibility of An Garda Síochána. Full details are available on the Gov.ie campaign page: www.gov.ie/en/campaigns/5e95b-e-bikes-e-mopeds-and-e-scooters/

I will consider any proposals to amend Road Traffic legislation brought to me by An Garda Síochána or the Minister for Justice, if there is evidence that the current powers to tackle mis-use are not sufficient.
