To ask the Tánaiste and Minister for Justice and Equality the sources of income and means that are considered in the means assessment for a stamp 0 visa, a retiree applying as an individual of independent means; if rental income, stocks, or net worth are considered; and if he will make a statement on the matter. The Stamp 0 retirement permission provides a means by which non-nationals, of independent means, may retire to Ireland, subject to certain requirements. These requirements are designed to ensure that such people have the means to support themselves while living here; they are not entitled to access State benefits while resident here on a retirement permission.

People of independent means wishing to retire to Ireland on a Stamp 0 permission must demonstrate a passive income of at least €50,000 per year. They must also have access to a lump sum of money to cover any sudden major expenses.

Evidence of finances verified by an Irish based accountant listing yearly income and any financial liabilities is required. Investment sums are not normally measured; finances must be in the form of pension income or readily accessible funds.

I can inform the Deputy that it is open to any person to apply for a change of immigration status if they meet the criteria for doing so. Detailed information on how to change immigration status is available on my Departments Immigration Service website at:

The holder of a Stamp 3 immigration permission may be eligible to apply to change to a Stamp 4 immigration permission:

  • If they become the spouse or civil partner of an Irish national who is resident in the State, or
  • If they have been in a relationship akin to marriage (de facto) with an Irish national and cohabiting with that Irish national for at least two years, or
  • If they become the parent of an Irish citizen child, or
  • If they originally entered the State as a dependent of their parent and that parent has subsequently become an Irish citizen.
Where a person applies unsuccessfully for a change of immigration status to the Domestic Residence and Permissions Division of my Department and has reason to believe that the decision was incorrect, or they have new information that was not previously submitted, it is open to them to appeal that decision. Details of how to appeal will be set out in the decision letter that issues. Any appeal should include their grounds for appeal along with any supporting documentation and information that was not previously considered.

1153. To ask the Tánaiste and Minister for Justice and Equality if he will grant a person (details supplied) an extension to a holiday visa under compassionate grounds until the person receives decision on type D visa for family reunification. [11630/25]

I propose to take Questions Nos. 1152 and 1153 together.

I am pleased to inform the Deputy that following full consideration by a Visa Officer, the Visa for the person concerned was granted on 13 March 2025.

Entry into the State is solely at the discretion of the Immigration Officer at the port of entry. The onus is on the individuals to have all documentation relating to their reasons for entering Ireland for presentation to the Immigration Officer to gain entry. The Immigration Officer may grant leave to enter to a maximum period of three months. They may, depending on the documentation presented, refuse entry to the state or grant a lesser period than three months.

Any non-EU/EEA nationals who wish to remain for longer than 90 days must register with their local immigration office and apply for further permission to remain before their initial permission to remain expires. Full details of the Registration process can be found at the link below:

The person concerned can now directly check the status of their immigration application on the Immigration Service’s new Digital Contact Centre (DCC). They can register for, or log in to their existing account, at:
